Notable achievements during his tenure included the introduction of new budgetary strategies, heightened fundraising efforts, and the launch of the Emerging Scholars Program. He also revitalized the athletic department, adding eleven new sports, reinstating football after a four-decade hiatus, and reopening dormitories for the first time in fifty years.

West Liberty University

Before his role at Bluefield, Capehart was at the helm of West Liberty University in Ohio County, West Virginia, the state's oldest university. During his eight-year tenure, he drove unprecedented growth in enrollment and fundraising, highlighted by the construction of a new $22-million health sciences building—the first since 1976.
